Dynamic Database Update

User status is now consistently reported as active or inactive.
SimpleLTC Role Assignments
Facility-scoped role assignments are now imported correctly, so entitlement counts match SimpleLTC, and a sync no longer completes with partial data when SimpleLTC returns an error.
Minor Bug Fixes
What Was Fixed: Cancelling an attribute-based access request now also stops its approval and fulfilment, so no access is granted for a withdrawn request.
