Additional Context in Configurable API Requests

Impactful Bugs and Fixes
UAR Side Panel – Required Note on Deny
Issue: When a reviewer attempted to deny an item and a note was required, the action could not be completed in the side panel.
Fix: Note input now enforced correctly.
Impact: Reviewers can now deny items without getting blocked.
Prevent Assignment to Inactive Identities
Issue: Items in access reviews could be assigned to inactive users when defaulting to app or entitlement owners.
Fix: Inactive identities are now excluded from assignment logic.
Impact: Admins no longer need to manually reassign those items.
